(Dumaguete City, October 20, 2010) --- Second District Cong. George P. Arnaiz has appealed to key stakeholders from the local private and government organizations to be involved in formulating local development plans from provincial level down to the barangay level.
Arnaiz, speaking during the Fourth Buglas Development Corporation Forum conducted by the First Buglas Foundation, said that the private sector has much to offer in developing strategies that will propel the province and the Central Visayas region “to attain higher productivity that will bring better lives to our people.”
“Tell us what you need, what policies do you require?” Arnaiz said before an audience teeming with businessmen, non-government organization representatives, mayors, local government unit planners, and agriculturists.
Arnaiz told the private sector representatives that the promotion of people participation is a mandate under the Local Government Code “which you can exercise through the different local development councils.”
Arnaiz was one of a panel of speakers who were invited to talk during in the forum with the aim of discussing strategies to transform the province’s economy through agricultural modernization, communications access and tourism development.
In his speech, the congressman noted that devolution has played a key role in the economic success of the region and the province, citing Negros Oriental’s Award for Continuing Excellence, which is the top recognition in the Gawad Galing Pook, as an example. “We have displayed excellence in fields where other local government units have feared to tread, such as agriculture, primary healthcare and coastal resource management,” said Arnaiz.
The province’s good economic performance echoes that of the region as Arnaiz noted that this year’s first quarter economic indicators show that Central Visayas has continued to achieve significant economic growth particularly in the region’s major industries – tourism, transportation, information technology and business process outsourcing and construction.
Statistics show that the tourism industry registered a 3.45 percent increase in visitor arrivals during the first three months of this year while the region’s shipping sector saw increased activities in seaports, posting double-digit growths in the number of shipcalls, passenger volume and cargo traffic. NegOr offers P.5M for Buglasan Festival champions

(Dumaguete City, October 20, 2010) More than P500,000 cash prizes is up for grabs for the Buglasan Festivals of festival competitions on October 22.
Eleven contingents from different municipalities and cities don with colorful crafty dressed dancers are expected to converge for the festival of festival grand showdown at 8:00 o’clock in the morning at the Lamberto Macias Sports Center.
Each contingent will show off their pulsated and high energy dance with its story to tell. Later at 2:00PM the dancers will spilled and romp on to the streets to vie the best street dance for P20,000.
Provincial Tourism Officer Myla Abellana said a P100,000 is set for the grand prize winner who will be champion for both showdown and street dance competitions. For this, the contingents must show grandiosity and gimmickry to surprise and entertain the judges and thousands of local and foreign tourists, Abellana opined.
Second placer will receive P70, 000 and P50, 000 for the 3rd winner for the festival. Of the 11 participating local government units (LGUs), 8 will receive P20,000 each as consolation prize.
However, Abellana said category for best float will be awarded for P10,000 as 1st placer; P7,000 for 2nd place and P5,000 for 3rd winner.
The provincial government also allocated P10,000 for best drum corps while best in costume contingent will accept P5,000 and another P5,000 for best choreography.
Regional judges from Visayas and Mindanao were given time to evaluate and make their choices as the dance numbers came to a halt in different judging areas at corner McDonald, Jollibee Perdices, World View Hotel, NORSU, NOHS and Daro North national Highway.
Performance, choreography, costume and music will be the criteria for judging in the main dance showdown, while in the street dancing competition, it will be the energy level, parade choreography, discipline and orderliness of the participants.
The tourism official said this year’s contingents performances are improving or getting better at par with the best festival performances in the country.
Tourists and locals alike are expected to join in on the fun by dancing to party the festival music in the streets.

(Dumaguete City, October 15, 2010) AS the ten-day Buglasan grand celebration formally opens on October 15 at Sidlakang Negros Village, Festival Directorate Glynda Descuatan said this year’s Buglasan is getting bigger, more colorful and more attractive as all 25 cities and municipalities participated in different events.
An opening program dubbed as ‘The Best of Negros Oriental presents: BUGLASAN” will be held at 8:00PM at the center stage in Sidlakang Negros Village where parade of town’s loveliest ladies as Buglasan King and Queen candidates show off and display wit to add color to the festivities. Other best performances from different groups in the province will be presented, Descuatan said.
Part of the program a guest presentor, the colorful Siquijor’s Solili Festival will perform and share its traditional marriage ritual.
The presentation of Solili is a tribute to the late Provincial Governor Emilio Macias II as Siquijor was part of Negros Oriental province then before it became independent on September 17, 1971 or separated by virtue of Republic Act No. 6396.
Right after its show at Sidlakan, the Solili Festival will also presents at Robinsons Place at 8:30PM on the same night as a prelude to midnight sale.

Unigames: a segue to Buglasan Festival celebration

(Dumaguete City, October 14, 2010) This year's Philippine University Games (Unigames) will be a continuation to Buglasan Festival celebration in Negros Oriental as slated on October 24-30.
As lead host, Silliman University is expecting more than 2,000 athlete-participants representing 45 schools and universities from various parts of the country to compete in the 15th Unigames in Dumaguete City.
With a number of visitors for this activity, Unigames co-convenor Earl Jude Cleope of Silliman University said sports tourism and local livelihood are foreseen to boost with an expected budget of P3Million so far from Silliman University and Negros Oriental government for this event.
The public and sports enthusiasts are free to watch all the games in different playing venues such as in Mariano Perdices Coliseum for track & field, Aqua Center for swimming, SU Ballfield for football and archery, Praxivilla Tennis Court for tennis, and the rest of the sports will be done in the municipalities of Valencia and Zamboanguita, Cleope said.
Meantime, as the colorful spectacle of Negros Oriental’s unique BUGLASAN festival of festivals will culminates on October 24 it will also welcomes the Unigames delegates with a big rave of ‘Kasikas sa Kalye” and fireworks competition.
The organizers are expecting the participating schools to join the Buglasan revelry to give them chance to discover the beauty of Dumaguete City at the boulevard where ‘Kumbira sa Boulevard” or food fest will be held. (PIA/JCT)

Grand City-Wide Civic Military Parade kicks off Buglasan Festival

(Dumaguete City, October 13, 2010) --- All roads will lead to Dumaguete City on October 15 when the mother of all festivals in Negros Oriental will open with a bang of sights and sounds in Friday, starting with a grand city-wide civic military parade that will kick-off from Rizal Boulevard and end at the Sidalkan Negros Village.
The parade is scheduled to start at 2:00 p.m. and from then on, a long and colorful procession of 77 contingents will strut along the city’s main streets.
Expected to join the parade are the local provincial officials in full force to be led by Governor Agustin Perdices, Vice Governor Roel Degamo, the three District Representatives, Sangguniang Panlalawigan members and department heads at the Capitol.
Contingents from the Philippine National Police at the provincial and city levels will march in the parade along with the ROTC Cadet Corps of Officers and Sponsors from the Silliman University and Foundation University, SU and FU Escort Companies, and the St. Paul University Dumaguete Band, Negros Oriental State University Band and the COSCA Band and Contingent.
Schools and representatives from the participating local government units in the province will likewise be joining the grand city-wide parade.
The parade will start from the Boulevard and weave through Colon Street, Perdices Street, Silliman Avenue (Portal West Building), Real St.-National Highway, EJ Blanco Drive and then end at the Review Stand in Sidlakang Negros Village.
The Float Presentations from participating local government units, schools and corporations is also a competition with the first prize winner to walk away with P10,000.
The panel of judges for said competition will come from Cebu and Bacolod City.

A feté of fun as Buglasan opens in Oct 15

(Dumaguete City, October 13, 2010) --- It’s going to be a non-stop celebration all week long when the most anticipated festival of all festivals in Negros Oriental kicks off on October 15 (Friday).
The Buglasan Festival will stretch from October 15 to 24 that will see crowds of Negrenses from all corners of the province as well as foreign and local tourists descend upon the capital city of Dumaguete for a week-long fête of food fests, street dancing, contests and concerts.
The opening day on October 15 is packed with activities starting with the 6th Buglasan Farm Family Congress at the Provincial Agriculture Office, followed by a Grand City-Wide Civic Military Parade at 2:00 p.m. that will weave through the city’s main streets.
At 4:00 p.m., the public can appreciate the unique Negros Oriental charm through the photo entries from local photographers at the My Negros Oriental Photo Exhibit staged at the Sidlakan Negros Village Art Gallery.
The exhibit will be spearheaded by the Sidlakan Negros Association of Photographers (SNAP).
An ecumenical service will be held at the Sidlakan Negros Village Auditorium at 5:00 p.m., followed by the Grand opening of local government unit booths dubbed “Pista sa Nayon” during which the participating booths will vie for the Best Booth and Best Booth Activity awards.
The LGU winners of the two awards will each receive P50,000.
According to Woodrow Maquiling Jr., Provincial Tourism Operations Officer I, judging for said event will be done in three cycles throughout the 10-day celebration, with the judges coming from Bacolod City, Cebu, Bohol and Siquijor.
Maquiling added that shoppers will also get to enjoy the Buglasan Midnight Sale and Mall Show at Robinson’s Place starting from 8:00 p.m. on the same day featuring Pinoy Big Brother Teen Edition Season 2 Big Winner AJ Falcon.
To mark the Buglasan Festival as well as Consumer Welfare Month this October, a Bonanza sa Robinson’s will also be held as well as a Toys R Us Warehouse Sale.
Robinson’s will likewise extend a Bonus Sale on October 16 to 17.
The day will wind up with an SMB Night featuring a live band concert at the Sidlakan Negros Village Auditorium starting at 11:00 p.m. (PIA/rmn)
