Slight increase in NegOr’s forest cover noted

(Dumaguete City, November 11, 2010) – The forest cover in the province rose slightly due to replanting efforts by the Department of Environment and Natural Resources (DENR) and non-government organizations here.

Records from DENR showed that forest cover rose slightly from 5.6% in 1987 to 6.85% in 2006.

Forest loss in the province has been on a steady decline from 1875 to 1992, said Leo Mamicpic of the Friends of the Environment in Negros Oriental during the Kapihan forum held by the Philippine Information Agency to mark the observation of Wildlife Conservation Month this November.

Mamicpic said the diminishing number of forest trees in the province is indirectly proportional to the swelling population. “As the population went up, the number of forest trees went down,” he said.

Mamicpic said that forest trees in the province started to diminish noticeably starting 1949 and more denudation was observed in 1970 until in 1992, only 5.6% remained.

He lauded DENR’s replanting efforts as it contributed to increasing the province’s forest cover however slightly. (PIA/rmn)

PIA holds Kapihan forum on Wildlife Conservation Month

(Dumaguete City, November 9, 2010) --- The observation of Wildlife Conservation Month in Negros Oriental this November kicked off with a Kapihan sa PIA forum wherein a crowd of more than 100 people representing various sectors in the community participated.

The forum scheduled held November 10 at the St. Paul University Dumaguete Gymnasium focused on this year’s theme as the topic: “Perpetuating Biodiversity Conservation Thru Climate Change Mitigation and Adaptation.”

The panel of speakers included Atty. Mikhael Maxino of the Silliman University College of Law and Salonga Law Center, Leo Mamicipic of the Friends of the Environment in Negros Oriental, Judith Alpuerto of the Provincial Planning and Development Office and Pol Carino of PENAGMANNAKI which is a non-government organization leading the local efforts in environment protection.

Majority of the forum’s audience were the Provincial Environment Desk Officers from the 25 towns and cities in the province along with representatives from the government line agencies and community sectors. (PIA/rmn)

Law enforcement training on child abuse set

(Dumaguete City, November 10, 2010) --- A group of non-government agencies is scheduled to train law enforcers in Negros Oriental on handling child abuse cases on November 16 at 9:30AM at the Provincial Hospital Administration Building function room.

The Great Physician Rehabilitation Center (GPRehab), Gender Women Against Violence and Exploitation (G-WAVE), Psychology Department of Silliman University, and Philippine National Police are sponsoring this seminar-workshop on how to prevent child sexual abuse and improve investigation of case.

Vice Dean of the College of Law of De La Salle University Atty. Rosario Olivas-Gallo, and proponent of the Keep the Children Safe Movement will facilitate the training.

According to Rolando Villamero Jr., Advocacy Coordinator of GPRehab, this activity is designed to discuss the myths and facts of child sexual abuse, how to identify an abuser, how to identify an abused child, safety plans for family, neighborhood, and school, and urgent steps to help a victim of child sexual abuse.

“As members of the society, it is our moral obligation to help  prevent child abuse. Our children cannot wait. If we are not taking good care of our children, in essence, we are destroying our future,” expressed Analou Suan, GPRehab Executive Director.

Expected to attend this seminar-workshop are the PNP Negros Oriental Personnel, parents, teachers, church leaders, non-government organizations working for children, barangay leaders, lawyers, law students, and law enforcers.

Villamero said aside from facilitating the seminar-workshop on child abuse, Atty. Olivas-Gallo will also do radio guestings to further spread awareness about child sexual abuse in the community. (PIA/JCT)

Number of new SCAAs deploy in different areas of Negros Oriental

(Dumaguete City, November 10, 2010)--- Some 123 Special CAFGU Active Auxiliaries (SCAA) have been deployed to different detachments of the Army’s Alpha Company, 12th (CADRE) Battalion after they completed the three months rigid military training last week at Camp General Leon Kilat, Brgy Sta Cruz Viejo, Tanjay City.

Another 106 newly recruited civilian volunteers are undergoing also CAFGU Active Auxiliary (CAA) basic military training under the supervision of 302 Brigade, 3rd Infantry Division of the Philippine Army in Negros Oriental.

Public Information Officer of 302nd Infantry Brigade of PA 1LT Win Love Bag-ao said the civilian volunteers coming from the municipalities of Pamplona, Valencia, Zamboanguita, Siaton, Basay, Sta. Catalina and Bayawan City serves as replacements of SCAAs who were terminated a year ago.

1LT Bag-ao said the volunteers are physically and mentally fit civilians they will be distributed to fill up the personnel requirements of the different SCAA detachments and perform their mandated tasks here in Negros Oriental.

Acting Provincial Governor Roel A. Degamo underscored in his speech during the closing ceremony the role of the CAFGU as partners of the province in peace and development.

Colonel Manuel Luis M. Ochotorena, 302 Brigade Commander also stressed the role of new members of the CAFGU as partners of the Army in the fight against insurgency.

Col. Ochotorena congratulated the new SCAA’s graduates and at the same time, welcomed the new trainee’s. He gave his assurance that all the benefits of a CAFGU must be given to them just like the subsistence allowance and Philhealth for their dependents. He also added that the Army in Negros Oriental under his leadership is doing their job well and will continue to support the Negros Oriental provincial government for the longing of lasting peace and progress in the province. Homeowners in Negros Oriental asked to open doors to tourists

(Dumaguete City, November 9, 2010)--- Homeowners in Negros Oriental with extra rooms in their houses are invited to provide accommodation to foreign tourists and earn under the Department of Tourism’s (DOT) Homestay Program.

Interested homeowners may join the training on December 7 – 10, this year in Dumaguete City to ensure that tourists in the province get to experience the finest hospitality and share the Filipino family practice with them.

Senior tourism operations officer Myla Mae Abellana said, the program aims to make more affordable rooms available for the increasing influx of tourists into the province.

The Program invites homeowners with spare rooms that are clean, comfortable, and secure, who are willing to accommodate both local and foreign guests.

Abellana disclosed more tourists wish for a more culturally-enriching experience by staying with local family and partaking of their food and customs.

Preparatory activities were held in July and come 3rd week of November will be the inspection of the potential homes.

Lawyer seeks clients who will file civil suits to enforce environmental rights

(Dumaguete City, November 11, 2010) --- We need clients who will file civil suits in the interest of environmental protection.

Silliman University College of Law Dean Atty. Mikhael Maxino in a Kapihan forum held November 10 explained that under the new environmental rules approved on April 13, 2010, anyone can file citizen suits to enforce environmental laws.

Litigants enforcing their environmental rights by filing their cases as citizen suits are “deferred of payment of filing fees” until after the judgment.

Which is why we need clients who will enforce their environmental rights to force the government and its agencies to act on its duty to protect and preserve the environment, stressed Maxino.

The filing of civil suit is now allowed under the new Rules of Procedure for Environmental Cases promulgated by the Supreme Court and took effect on April 29, 2010.

Maxino said that individuals whose constitutional right to a balance and healthy ecology has been violated or threatened can seek his office’s help in filing the civil suit.

“You are in the field, you know what’s happening out there. You just need to provide us with photos and information and we will take care of the rest,” said Maxino who also sits as director of the Dr. Jovito R. Salonga Center for Law and Development.

The new rules also call for the use of a consent decree which is seen as an innovative way to resolve environmental cases by allowing a compromise agreement between two parties involved in the environmental litigation over issues that normally be litigated in court.

Another salient feature cited by Maxino is the environmental protection order which refers to an order issued by the court directing any person or government agency to perform or desist from performing an act in order to protect, preserve or rehabilitate the environment.

The most revolutionary innovation to the new rules is the introduction of the Writ of Kalikasan which Maxino said is the first of its kind in the world, describing it as a new legal weapon for environmental protection.

Similar to the Writ of Amparo, the Writ of Kalikasan is an idea first proposed by Chief Justice Puno as a remedy available to persons whose constitutional right to a balanced and healthy ecology is violated or threatened with violation by an unlawful act or omission of a public official or employee or private individual or entity.

“In the biggest cases where actual or potential environmental damage is enormous, affected persons can petition directly the Supreme Court or the Court of Appeals for the issuance of the Writ of Kalikasan,” said Maxino.

The writ can used to stop destructive logging, irresponsible mining, unabated air and water pollution, etc. “This is heaven sent especially for poor and vulnerable communities and individuals who are powerless to defend themselves against large-scale environmental and development aggression,” he added.

Although the new rules are not yet being applied in Dumaguete, it is now being used in Manila.

Maxino urged the public to be vigilant in monitoring activities that may pose a threat to the environment. (PIA/rmn)

Two Negrenses to accept Outstanding Oriental Negrense Award for Excellence

(Dumaguete City, October 21, 2010)    Two Negrenses will be awarded for Outstanding Oriental Negrense Award for Excellence on October 24, 2010 Sunday at Sidlakang Negros Village to culminate the two week-long celebration of Buglasan Festival.

The prestigious annual award will honor Judge Rafael Cresencio Tan Jr. and Dr. William Torillo Torres as the awardees engaged in the fields of government/public service and science and technology, respectively.

They are also recognized for their outstanding achievements, professionalism, exemplary leadership and dedication to the public service.

With a remarkable performance as a public officer and a trial court judge, Cresencio Tan had resolved 96.31 percent of all pending criminal cases and 98.66 percent of civil cases in his court as the Municipal Trial Court Judge in Sibulan, Negros Oriental from 1999 to 2005.

During his stint in Sibulan, he received the Presidential Jose A. Reyes Award for Excellence as Outstanding Municipal Trial Court Judge of 2002; and Integrated Bar of the Philippines (IBP) Negros Oriental Chapter’s Outstanding Service Award onMay 23, 2003.

Lately, Judge Tan accepted The Manila Times Dr. Jose P. Rizal Award for Excellence in public service in Manila.

Meanwhile, Dr. William Torres had a gigantic role in the development of the Philippine Internet industry, by being the first Filipino to obtain the Doctor of Philosophy in Computer Sciences degree from the University of Wisconsin in 1971.

Dr. Torres led the campaign to connect the Philippines to the global Internet making him the “Father of Philippine Internet.” He was the principal author of the National Information Technology Plan.

He co-founded and was President of Mosaic Communications, Inc. (MOSCOM), the largest Philippine internet service provider.

With all his endeavors, Dr. Torres have been awarded in Information Technology (IT) commitments in various capacities as president, board member, university professor, director, consultant or expert for various government or private concerns, such as the National Steel Corporation, the Development Academy of the Philippines, the prestigious regional Asia Productivity Organization, and others.  

For five years, the outstanding award search has honored the achievements of Oriental Negrense leadership and contribution to the community that reflect more involvement in professional excellence, service and commitment in the field of endeavors. (PIA/JCT)

Lawmaker urges private sector to get involved in province’s development plan

(Dumaguete City, October 20, 2010) --- Second District Cong. George P. Arnaiz has appealed to key stakeholders from the local private and government organizations to be involved in formulating local development plans from provincial level down to the barangay level.

Arnaiz, speaking during the Fourth Buglas Development Corporation Forum conducted by the First Buglas Foundation, said that the private sector has much to offer in developing strategies that will propel the province and the Central Visayas region “to attain higher productivity that will bring better lives to our people.”

“Tell us what you need, what policies do you require?” Arnaiz said before an audience teeming with businessmen, non-government organization representatives, mayors, local government unit planners, and agriculturists.

Arnaiz told the private sector representatives that the promotion of people participation is a mandate under the Local Government Code “which you can exercise through the different local development councils.”

Arnaiz was one of a panel of speakers who were invited to talk during in the forum with the aim of discussing strategies to transform the province’s economy through agricultural modernization, communications access and tourism development.

In his speech, the congressman noted that devolution has played a key role in the economic success of the region and the province, citing Negros Oriental’s Award for Continuing Excellence, which is the top recognition in the Gawad Galing Pook, as an example. “We have displayed excellence in fields where other local government units have feared to tread, such as agriculture, primary healthcare and coastal resource management,” said Arnaiz.

The province’s good economic performance echoes that of the region as Arnaiz noted that this year’s first quarter economic indicators show that Central Visayas has continued to achieve significant economic growth particularly in the region’s major industries – tourism, transportation, information technology and business process outsourcing and construction.

Statistics show that the tourism industry registered a 3.45 percent increase in visitor arrivals during the first three months of this year while the region’s shipping sector saw increased activities in seaports, posting double-digit growths in the number of shipcalls, passenger volume and cargo traffic. NegOr offers P.5M for Buglasan Festival champions

(Dumaguete City, October 20, 2010)  More than P500,000 cash prizes is up for grabs for the Buglasan Festivals of festival competitions on October 22.

Eleven contingents from different municipalities and cities don with colorful crafty dressed dancers are expected to converge for the festival of festival grand showdown at 8:00 o’clock in the morning at the Lamberto Macias Sports Center.

Each contingent will show off their pulsated and high energy dance with its story to tell.  Later at 2:00PM the dancers will spilled and romp on to the streets to vie the best street dance for P20,000.

Provincial Tourism Officer Myla Abellana said a P100,000 is set for the grand prize winner who will be champion for both showdown and street dance competitions. For this, the contingents must show grandiosity and gimmickry to surprise and entertain the judges and thousands of local and foreign tourists, Abellana opined.

Second placer will receive P70, 000 and P50, 000 for the 3rd winner for the festival.  Of the 11 participating local government units (LGUs), 8 will receive P20,000 each as consolation prize.

However, Abellana said category for best float will be awarded for P10,000 as 1st placer; P7,000 for 2nd place and P5,000 for 3rd winner.

The provincial government also allocated P10,000 for best drum corps while best in costume contingent will accept P5,000  and another P5,000 for best choreography.

Regional judges  from Visayas and Mindanao were given time to evaluate and make their choices as the dance numbers came to a halt in different judging areas at corner McDonald, Jollibee Perdices, World View Hotel, NORSU, NOHS and Daro North national Highway.

Performance, choreography, costume and music will be the criteria for judging in the main dance showdown, while in the street dancing competition, it will be the energy level, parade choreography, discipline and orderliness of the participants.

The tourism official said this year’s contingents performances are improving or getting better at par with the best festival performances in the country.

Tourists and locals alike are expected to join in on the fun by dancing to party the festival music in the streets.

The Best of Negros Oriental presents: Buglasan

(Dumaguete City, October 15, 2010)    AS the ten-day Buglasan grand celebration formally opens on October 15 at Sidlakang Negros Village, Festival Directorate Glynda Descuatan said this year’s Buglasan is getting bigger, more colorful and more attractive as all 25 cities and municipalities participated in different events.

An opening program dubbed as ‘The Best of Negros Oriental presents: BUGLASAN” will be held at 8:00PM at the center stage in Sidlakang Negros Village where parade of town’s loveliest ladies as Buglasan King and Queen candidates show off and display wit to add color to the festivities. Other best performances from different groups in the province will be presented, Descuatan said.

Part of the program a guest presentor, the colorful Siquijor’s Solili Festival will perform and share its traditional marriage ritual.

The presentation of Solili is a tribute to the late Provincial Governor Emilio Macias II as Siquijor was part of Negros Oriental province then before it became independent on September 17, 1971 or separated by virtue of Republic Act No. 6396.

Right after its show at Sidlakan, the Solili Festival will also presents at Robinsons Place at 8:30PM on the same night as a prelude to midnight sale.

With this kind of large celebration, Descuatan said Buglasan Festival will not only bring merrymaking to all local and foreign visitors but economic or livelihood share in the province. (PIA/JCT)

Unigames: a segue to Buglasan Festival celebration

(Dumaguete City, October 14, 2010)   This year's Philippine University Games (Unigames) will be a continuation to Buglasan Festival celebration in Negros Oriental as slated on October 24-30.

As lead host, Silliman University is expecting more than 2,000 athlete-participants representing 45 schools and universities from various parts of the country to compete in the 15th Unigames in Dumaguete City.

With a number of visitors for this activity, Unigames co-convenor Earl Jude Cleope of Silliman University said sports tourism and local livelihood are foreseen to boost with an expected budget of P3Million so far from Silliman University and Negros Oriental government for this event.

The public and sports enthusiasts are free to watch all the games in different playing venues such as in Mariano Perdices Coliseum for track & field, Aqua Center for swimming, SU Ballfield for football and archery, Praxivilla Tennis Court for tennis, and the rest of the sports will be done in the municipalities of Valencia and Zamboanguita, Cleope said.

Meantime, as the colorful spectacle of Negros Oriental’s unique BUGLASAN festival of festivals will culminates on October 24 it will also welcomes the Unigames delegates with a big rave of ‘Kasikas sa Kalye” and fireworks competition.

The organizers are expecting the participating schools to join the Buglasan revelry to give them chance to discover the beauty of Dumaguete City at the boulevard where ‘Kumbira sa Boulevard” or food fest will be held.  (PIA/JCT)

Grand City-Wide Civic Military Parade kicks off Buglasan Festival

(Dumaguete City, October 13, 2010) --- All roads will lead to Dumaguete City on October 15 when the mother of all festivals in Negros Oriental will open with a bang of sights and sounds in Friday, starting with a grand city-wide civic military parade that will kick-off from Rizal Boulevard and end at the Sidalkan Negros Village.

The parade is scheduled to start at 2:00 p.m. and from then on, a long and colorful procession of 77 contingents will strut along the city’s main streets.

Expected to join the parade are the local provincial officials in full force to be led by Governor Agustin Perdices, Vice Governor Roel Degamo, the three District Representatives, Sangguniang Panlalawigan members and department heads at the Capitol.

Contingents from the Philippine National Police at the provincial and city levels will march in the parade along with the ROTC Cadet Corps of Officers and Sponsors from the Silliman University and Foundation University, SU and FU Escort Companies, and the St. Paul University Dumaguete Band, Negros Oriental State University Band and the COSCA Band and Contingent.

Schools and representatives from the participating local government units in the province will likewise be joining the grand city-wide parade.

The parade will start from the Boulevard and weave through Colon Street, Perdices Street, Silliman Avenue (Portal West Building), Real St.-National Highway, EJ Blanco Drive and then end at the Review Stand in Sidlakang Negros Village.

The Float Presentations from participating local government units, schools and corporations is also a competition with the first prize winner to walk away with P10,000.

The panel of judges for said competition will come from Cebu and Bacolod City.

A feté of fun as Buglasan opens in Oct 15

(Dumaguete City, October 13, 2010) --- It’s going to be a non-stop celebration all week long when the most anticipated festival of all festivals in Negros Oriental kicks off on October 15 (Friday).

The Buglasan Festival will stretch from October 15 to 24 that will see crowds of Negrenses from all corners of the province as well as foreign and local tourists descend upon the capital city of Dumaguete for a week-long fête of food fests, street dancing, contests and concerts.

The opening day on October 15 is packed with activities starting with the 6th Buglasan Farm Family Congress at the Provincial Agriculture Office, followed by a Grand City-Wide Civic Military Parade at 2:00 p.m. that will weave through the city’s main streets.

At 4:00 p.m., the public can appreciate the unique Negros Oriental charm through the photo entries from local photographers at the My Negros Oriental Photo Exhibit staged at the Sidlakan Negros Village Art Gallery.

The exhibit will be spearheaded by the Sidlakan Negros Association of Photographers (SNAP).

An ecumenical service will be held at the Sidlakan Negros Village Auditorium at 5:00 p.m., followed by the Grand opening of local government unit booths dubbed “Pista sa Nayon” during which the participating booths will vie for the Best Booth and Best Booth Activity awards.

The LGU winners of the two awards will each receive P50,000.

According to Woodrow Maquiling Jr., Provincial Tourism Operations Officer I, judging for said event will be done in three cycles throughout the 10-day celebration, with the judges coming from Bacolod City, Cebu, Bohol and Siquijor.

Maquiling added that shoppers will also get to enjoy the Buglasan Midnight Sale and Mall Show at Robinson’s Place starting from 8:00 p.m. on the same day featuring Pinoy Big Brother Teen Edition Season 2 Big Winner AJ Falcon.

To mark the Buglasan Festival as well as Consumer Welfare Month this October, a Bonanza sa Robinson’s will also be held as well as a Toys R Us Warehouse Sale.

Robinson’s will likewise extend a Bonus Sale on October 16 to 17.

The day will wind up with an SMB Night featuring a live band concert at the Sidlakan Negros Village Auditorium starting at 11:00 p.m. (PIA/rmn)

Buglasan Festival launched at Robinson’s Place

(Dumaguete City, October 13, 2010) --- It was a festival of sights and sounds when this year’s Buglasan Festival of Festivals 2010 was launched at Robinson’s Place on October 9 as a prelude to the official opening of the Festival on October 15.

During the public launch, the candidates of the Buglasan Festival King and Queen were also paraded before the public.

Buglasan 2010 Chairman Dr. Nichol Elman at the launching said this year’s celebration promises to be more exciting than the previous years. “Expect more fun, more enjoyment and more presentations from various cultural groups and other stakeholders,” he said.

This is the first time the Festival held a public launch, said Elman.

Siquijor’s Pakol Festival graced the launching with a presentation and went around the mall to drum up a festival mood. “This reminds us of the beat, the music and the movement of Buglasan,” said Elman.

The launch was also highlighted by presentations from last year’s Buglasan Festival champions such as the Municipality of Sta. Catalina, the winner of last year’s street dancing and showdown competition.

The 11 pairs of candidates for the Buglasan Festival King and Queen who were presented to the public were, namely: Ril V. Abrasaldo and Michelle Kathreen P. Cielo (Tawo-tawo ,Bayawan); Jechrro S. Vice Governor Roel Degamo, in his speech at the launch, described Buglasan as not only an enjoyable event but a memorable one as well.

Provincial Schools Division Superintendent Dr. Milagros Velez, who was at the launch to represent the Department of Education Division of Negros Oriental, said that DepEd has always sponsored events in which the students participate during the festival since its conception.

“Buglasan is a time to show unity and cooperation among schools, stakeholders and local governments. It has also enriched the teaching of Araling Panlipunan,” she stressed.

BIR targets youths in tax info campaign

(Dumaguete City, October 13, 2010) --- The Bureau of Internal Revenue (BIR) here is targeting youths in the province in its advocacy campaign for efficient tax payments.

Local BIR Taxpayer Services Division Chief Jose Senador, in a forum attended by 100 college students of Negros Oriental State University in Siaton Campus, stressed that it is easier to start the advocacy among youths. “When you talk about taxes to adults, the common immediate reaction is negative as they consider it a burden,” said Senador.

By making the youths understand the importance of paying the appropriate and correct taxes,  Senador hopes that this would produce future professionals who are more supportive to the government’s tax collection campaign.

He likewise stressed that even the students are already paying taxes indirectly with each purchase they make. “When you buy your phone load, or any item you buy that is P100 and above, you should always ask for a receipt,” he reminds the students.

Senador told students to immediately report to the BIR office whenever a store refuses to issue a receipt or does not immediately issue one.

He said the common practice among local stores is for salesgirls to ask customers if they need a receipt. “This is wrong. They should immediately issue receipts whether the customer asked for it or not,” stressed Senador.

Non-VAT stores are required to issue a receipt for every purchase worth P25 and above, while VAT-registered establishments are to issue receipts for purchases from P1.00 and above.

However, vendors selling food products inside the public market are not required to issue a receipt. “But once they transfer elsewhere and sell their products outside the public market, then they are required to issue a receipt,” said Senador.

Negros Oriental athletes gear up for CVRAA

(Dumaguete City, October 13, 2010)-- Different competing teams from Dumaguete City and Negros Oriental schools division are now ready to show off for the Central Visayas Regional Athletic Association (CVRAA) Meet on November 7 as Provincial Meet concludes last week.

Negros Oriental is declared to host the CVRAA during the launching on October 7 at the Mariano Perdices Coliseum by the Department of Education (DepEd-7 ) Regional Director Recaredo Borgonio.

The Regional Meet will be one of the biggest events that the province of Negros Oriental will be hosting as more than 5,000 participants, parents and spectators are expected to witness the 34 events for boys and girls.

Dumaguete City Division Superintendent Dr. Profetiza Lim said as host of this year’s regional meet would expect influx of visitors that would bring in economic flow as hotels filled up, increase of sales for shops, markets and groceries.

Several cities and municipalities of the province have pledged to support not only their athletes but also the CVRAA events where the province is the host.

For DepEd regional director Recaredo Borgonia, he wants to see the best performances of the athletes this time so CVIRAA will have a better representation in the Palarong Pambansa set from April 11 to 17 in Tarlac City.

Borgonia observed that even if CVIRAA ranked fourth overall in the last Palaro in Tacloban, the difference of points and achievement between the overall champion and CVIRAA was so huge.

BOSS launches friendly business processing

(Dumaguete City, October 6, 2010)   The Business One-Stop Shop (BOSS) in Dumaguete City will be formally launched on October 7 at 10:30 a.m.  at the City’s Sanggunian Session Hall, the Department of Trade and Industry (DTI) provincial office here announced.

The B.O.S.S.is an all-in-one venue that houses the mandatory government agencies in charge in the issuance of business permits, licenses and registration, among others.

DTI Information Officer May Liza Sevilla said this project aims to cut down the time, money and effort usually needed to secure or renew business permit and allows enterprises to complete all business requirements at one time.

The event is an offshoot of the partnership of the City of Dumaguete with Negros Oriental government, Negros Oriental Business Development Foundation (NOBDF), Negros Oriental Investment Promotion Center (NOIPC), Negros Oriental Chamber of Commerce and Industry (NOCCI), and Department of Trade and Industry, in collaboration with the Bureau of Internal Revenue, PAG-IBIG, PHILHEALTH and SSS.

The creation of the BOSS in Dumaguete is also seen as a relevant step towards sustaining employment, which is foremost in President Benigno Aquino’s agenda to create a friendly investment environment in each province.

President Aquino earlier cited the lack of infrastructure, changing government investment policies and bureaucratic red tape as major economic concerns that he will address to attract investors.

In his first briefing with the Malacanang Press Corps, the President said corporations eyeing the Philippines as an investment location often complain about tedious processing of their applications and other documentary requirements caused by bureaucratic red tape which is a bane to investments promotion.

Lutong Garbo: Negros Oriental’s culinary showdown

(Dumaguete City, October 4, 2010)   A total of 19 menus from each municipality and city of Negros Oriental have been submitted as entry for the 5th Lutong Garbo cook fest competition on October 16, 2010.

Cooks, chefs, culinary enthusiasts and have passion for cooking local dish in the province will be gathered to participate in a culinary competition.

This year’s Lutong Garbo cook match is one of the highlights of Buglasan Festival which will be held at the Provincial Agriculture Office, this city. The cook fest   banners the theme, “Discovering, Developing and Promoting Negros oriental Culinary Heritage.”

The 5th Lutong Garbo 2010 is a culinary contest showcasing the best specialties of each local government units (LGU).

The event is designed to discover, develop and promote Negros Oriental’s rich and unique culinary heritage and traditions, creative use of indigenous ingredients available locally.

Food preparation will be judged according to the following criteria: palatability, 40 percent; 40 percent for originality; 10 percent for texture and 10 percent for dish presentation for a total of 100 percent.

Committee Chair of Lutong Garbo Sylvia Uy said “it is a blessing that we have these culinary cuisines that could feed everyone with sumptuous yet reasonable priced indigenous ingredients found in our very own cities and municipalities.”

The cook match also aims to add luster to tourism activities in the province and opportunity to generate livelihood and economic growth, Uy said.

More than P70,000 is up for grab for the local culinary talents of which 1st prize winner will receive P10,000;  P7,000 for 2nd prize placer  P7,000 and the 3rd placer P5,000 plus a trophy each .  For non-winners, consolation prize of P2,5000 cash and certificates of appreciation will be awarded by the Lutong Garbo Competition committee.

The Lutong Garbo is open to all Negrense but duly endorsed by the local executives.  The contestant is required to cook a recipe good for 15 persons during the day of the competition. (PIA/JCT)

NegOr’s Buglasan grand festival invites all

(Dumaguete City, October 4, 2010)   One of the country’s grandest and most anticipated festival is set to launch on October 9—the Buglasan Festival 2010. This year’s Buglasan Festival expects a colorful pageantry by eleven (11) municipalities and cities which confirmed their participation for the two-week celebration.

Part of  the opening salvo, Pakol Festival of Sta. Catalina, last year’s festival winner will present on October 9 at 6:00PM at Robinsons Place along with the Buglasan King and Queen.

Part of the more than 50 daily events calendared for the Buglasan, a grand city wide civic military parade and an ecumenical service will formally start the Buglasan Festival on October 15 with the theme: “Sustaining Economic Growth Through Value Driven Culture of Tourism” at the Sidlakang Negros Village.

On October 22 serves as the main festival highlights which eleven (11) contingents from various out-of-town and cities will vie the grand Festival of festivals showdown and street dancing. 
Showdown and street dancing represents the local fiestas in the municipalities and cities affords an opportunity for the public to witness the colorful activities in one place at one time which will be routed along Dumaguete’s main thoroughfares and presentation per contingent at the Lamberto Macial Sports and Cultural Center.

Among the participating LGUs are: Tawo-tawo Festival of Bayawan City; Dumguete City’s Sandurot Festival; Langub of Mabinay; Himbabalud of Jimalalud; Sipong of Bais City; Siaton, Saulog, Tanjay City; Gapnud Festival of Sibulan; Zamboanguita’s Baulan Festival; Manjuyod;   Libod Sayaw of Bindoy and Sulili Festival of Siquijor province.

Also among the tourists attractions of the festival are Pista sa Nayon in LGU Booths; Agri-Fair, selection of the Festival King and Queen; performing arts competitions; open air band concerts; games and sports; Kumbira sa Boulevard; Outstanding Oriental Negrense Awards; and Kasikas sa Kalye.

Siquijor marks 39th founding

Province of Siquijor--The island province of Siquijor marked its 39th founding anniversary in a weeklong celebration filled with cultural events from September 14-17.

The province became independent on September 17, 1971 when it was separated from Negros Oriental by virtue of Republic Act No. 6396.

The founding day also served as the launch of the provincewide festival called “Pasiugda Siquijodnon” which retraces the rich and undiscovered culture of Siquijor.

The gathering also featured the municipal festivities such as San Juan’s Bugwas, Lazi’s Saging, Maria’s Lubi, Enrique Villanueva’s Pamukad, Larena's Canoan and Siquijor town’s Dilaab, as well as the traditional marriage ritual called Solili Festival.

Provincial Governor Orlando Fua Jr said the celebration is the best time to showcase the province’s heritage, natural wonders and the innate hospitality of the townsfolk.

Other activities include sports tournaments, an agro-industrial trade fairs, beauty pageant and various socio-civic events.

An emerging tourist hotspot in Central Visayas, the province boasts of a wide array of fine sand beaches and clear water in Salagdoong, Kagusuan, Candanay Sur and Dumanjug, Tubod, Solangon and Paliton.

Its natural attractions include Mount Bandilaan Nature Park, Cambugahay Falls, and Cantabon Cave.

Because of its lush underwater life, Siquijor was declared a marine reserve in 1978, with Tulapos Marine Sanctuary and Guiwanon Spring Park as showpieces of diverse aquatic life.

Its iconic historic spot is San Isidro Convent in Lazi town, reputed to be the biggest and one of the oldest in the country which also houses the Siquijor Heritage Museum. Across it is the San Isidro Labrador Church, built in 1884 in coral stone, which was named by the government as a National Cultural Treasure and among the country’s most outstanding heritage churches.

Other picturesque centenarian religious edifices are the churches of Maria, San Juan, Siquijor and the bell tower of St. Vincent Ferrer in Larena.

The province is also noted for its folk healers or “bolo bolo” which use natural and herbal medicines.
With only a land area of 343.5 square kilometer and 102- kilometer coastline, Siquijor is the country’s third smallest province. It can be reached via Dumaguete City where guests board a one-hour fast craft ride to Siquijor port.

GSP NegOr-Siquijor concludes 28th encampment; marks 60th anniversary

(Dumaguete City, October 1, 2010) --- The Girl Scouts of the Philippines Negros Oriental-Siquijor Council recently concluded its 28th Encampment held from September 23 to 26 at Camp Lily Gamo, Sibulan, this province.

Around 1,775 girl scouts from Negros Oriental and Siquijor provinces participated in the encampment which bannered the theme “Girls Worldwide Say, Empowering Girls Will Change the World.”

GSP local Council Executive Officer Rosario Rosales explained that the encampment theme’s message stressed that the change will start within the girl. “You cannot expect the world to change if you yourself cannot change,” she said.

Rosales said the camp aims to empower girls “so that they will start the change and another thing is, the youth, is easy to mold and nurture.”

The encampment was highlighted by the launching of the 60th anniversary of the council marked by the girl scouts forming the number 60 as they marched.

The GSP local council was chartered on February 21, 1951 under its first council president, Mrs. Genoveva Bernardez.

The council’s current president is Dr. Profetiza S. Lim.

Rosales said the four sub-camps were named after the four world centers of the World Association of Girl Guide and Girl Scouts (WAGGGS), namely: Cabaña (Mexico), Shalet(Switzerland), Sanggam(India), and Pax Lodge (London) which held their act of commitment and were in line with the number 60.

She added that their programs are geared to make girl scouts follow what is in the mission-vision statement of the organization as she pointed it out one after the other: “patriotic, pro-active, dynamic, and God loving.”

EDC allocates clean, affordable power to 3 Visayas provinces

(Dumaguete City, October 1, 2010) --- Three provinces in Visayas will benefit from clean and affordable power for the next 12 years after Green Core Geothermal, Inc. (GCGI), a subsidiary of Energy Development Corporation (EDC), signed a contract with three electric cooperatives.

GCGI assured clean and affordable power for the provinces Capiz, Iloilo and Aklan after it signed a contract with the Iloilo Electric Cooperative (ILECO I), Aklan Electric Cooperative (AKELCO) and Capiz Electric Cooperative (CAPELCO) guaranteeing both its residential and industrial of long-term power supply.

Based on the contracts, GCGI will supply AKELCO with 18 MW for 2010 and 10 MW from 2011 to 2020, while ILECO I is assured of 3 MW from 2010 to 2012 and 18 MW from 2012 to 2022.

Meanwhile, CAPELCO will get 12 MW for the next 10 years.

According to a statement from GCGI, the power will come from the 112.5MW Tongonan 1 in Leyte and 192.5-MW Palinpinon plants in Negros Oriental which GCGI won in a bidding by PSALM last year.
Officials from the three electric cooperatives reportedly agree that geothermal is the best option for them.

“We’re very happy with this deal primarily because of the low rates of geothermal compared with other sources.  It’s good that we get 70 percent of our supply from GCGI’s geothermal plants and only 30 percent from more expensive sources.  We are able to provide both our residential and industrial customers with clean, stable and affordable power,” CAPELCO general manager Edgar Diaz said.

ILECO 1 General Manager Wilfred Billena, on the other hand, is confident that the contracts “will also result in lower power rates for us in Iloilo.”

EDC President and Chief Operating Officer Richard Tantoco explained that the pricing of indigenous renewable energy resource such as geothermal in not only independent of any indexation to movements in global energy indices but is also VAT zero rated.

Tantoco said EDC’s long-term contracts with said cooperatives will support the growth needs of the respective provinces and their customers with clean, reliable and affordable power.

“Since the industry is leaning more towards clean energy, EDC, with its 34-year head start in the geothermal business, is well positioned to address the supply shortage in the Visayas grid,” Tantoco said.  (PIA/Rachelle Nessia)

Buglasan Festival 2010 Schedule of Activities

(Dumaguete City, September 29, 2010) -- The Great Physician Rehabilitation Center Foundation, Inc. (GPRehab) in partnership with the province of Negros Oriental   has now opened the 2nd search for the Ten Outstanding Persons with Disabilities (TOPWD) of Negros Oriental this year.

In a meeting of the Provincial Council on Disability Affairs (PCDA) recently GPRehab enjoined the local government units (LGUs) through the social welfare officers to nominate a maximum of three PWDs to represent their respective area.  The nominee must be at least 21years old at the time of nomination.

The search is in recognition of PWDs’ talents beyond their disabilities that created various impacts in their respective communities.

According to Advocacy Coordinator of GPRehab Rolando Villamero Jr. the PWDs will be chosen base on some factors on good moral values, community involvement, leadership skills and personal excellence.

Villamero said this annual search also seeks to affirm PWDs who have made a significant difference in the province as well as empower all PWDs to do their part in effecting positive change in the community, Villamero said.

Lea Sicat of GPRehab also explained the criteria that nominees must be able to show evidence of honors and awards received from institutions, organizations, and contests for their personal excellence; activities involvement such as participation in programs and projects where the nominee has occupied leadership positions; and, civic and community activities done voluntarily as well as awards given due to exemplary achievement.   (PIA/Jennifer Catan-Tilos)

DOST holds science, technology advocacy writeshop in Dgte

(Dumaguete City, September 30, 2010) – The Department of Science and Technology (DOST) recently held a one-day writeshop on information, education and communication (IEC) campaigns for science and technology concerns here.

The writeshop, held in line with DOST’s 7th Visayas Islands Science and Technology Fair, was attended by local media members and key personnel from government-line agencies. 

In his opening speech, Provincial Science and Technology Officer Atty. Gilbert Arbon said that the writeshop aims to foster closer ties between DOST and the media as well as the government-line agencies to help communicate the science and technology-related advocacies of DOST. 

Arbon added that the activity also aims to equip local communicators with the ability to conduct effective IEC campaigns. 

The writeshop was facilitated by Aristotle Carandang, chief of the Science and Technology Information Institute, which is the information and marketing arm of DOST. 

Caranding in his discussion stressed the importance of local media in reaching the agencies’ intended audience.

He admits that most often than not, the local media is seen as “inferior” to the national media. “However, the real score is that people are more interested in what’s happening in their own street or town than what’s happening in the world and this is why the local media is very important,” said Carandang.

DOST bent on upgrading weather equipment

(Dumaguete City, September 30, 2010) – The Department of Science and Technology (DOST) is pushing to improve the weather monitoring capabilities of the country’s weather agency following the agency’s earlier debacle involving inaccurate weather forecast on Typhoon Basyang that hit Metro Manila last July 13.

Aristotle Carandang, who heads DOST’s Science and Technology Information Institute, said the budget proposition presented by DOST during the recent budget hearing shows that the lion’s share of the budget is allotted for PAGASA and Philippine Institute of Volcanology and Seismology (Phivolcs).

“The department is really planning to upgrade its weather monitoring and forecasting capabilities as it is necessary. This affects lives and properties,” said Carandang who was in town for the 7th Visayas Islands Science and Technology Fair.

Carandang stressed that the Aquino administration is likewise focused on implementing the necessary changes, particularly on installing early warning devices.

He disclosed that flood forecasting and monitoring sensors are already being set up along Marikina River. “With these sensors, the nearby residents are warned ahead of time, at least a two-hour lead time, once the water level starts to rise. FU turns over biomechanical goats to Manjuyod

(Dumaguete City, September 21, 2010) --- Foundation University (FU) recently turned over ten (10) biomechanical goats (BMG) to the local government unit of Manjuyod, a move aimed at boosting the agriculture sector in said town.

This developed after FU together with its Alumni Association struck a partnership with Manjuyod’s local government for a community-based solid waste segregation, the latter having been chosen by the university to be the pilot town for said program.

The BMGs will also be utilized in home gardening and entrepreneurship initiatives in the Manjyod community.

Bio-mechanical goats not only meet the fertilizer needs of farmers but they are also environmentally friendly as it utilizes domestic wastes and wastes from animals and farmers as its “primary ingredients” in producing organic fertilizers.

The turnover is in line with FU’s corporate social responsibility of giving back to the community.

Gov. Agustin Perdices has lauded the program as it jibes with the provincial government’s efforts to promote organic farming in the agricultural community in the province, particularly the use of organic fertilizers.

According to Capitol Information Officer Adrian Sedillo, the provincial government has been seeking ways to advance the local agriculture sector.

Sedillo said the governor welcomes the support of the private sector in boosting the provincial government’s livelihood development programs.

The provincial government is bent on reviving natural farming practices in the province.

The Buglasan Fever is on!

PIA, as the lead agency of this year's Publicity Committee of the Buglasan Festival Directorate, facilitated the conduct of a press conference to drum up the publicity for Buglasan Festival 2010. PIA NegOr Infocen Manager Jenny Tilos likewise coordinated the presence of a team of travel writers from the national media who will help the province build up publicity at the national level.
